Sorry Marie, but your friend is correct. The understanding you have
is the old method for advancement.

The newer method provides more latitude to the scouts in choosing
merit badges for Star and Life thus assisting them in obtaining these
ranks (a big area where scouts leave the program).

The new method should have brought the scouts close enough to Eagle,
so they will go the last mile to obtain the rank of Eagle. In our
Troop and in others around us, it is having a negative effect - the
scouts are viewing this as loosing a required badge they have earned
because it seems to them that extra required badges are being demanded
of them (although the net affect has not changed). To counter this,
we have been telling them that if they want they can work their
program as doing the 'ORs' as 1 required and 1 elective. They can
then work the other 'OR' merit badges as their palm requirements.
