Roundtable funds

It was mentioned that the The Greater Lowell Council funds its RT by:
>Near the end of the meeting a random member of the audience
>draws one dollar out of the can, reads the name written
>on the bill and announces it. The drawn winner gets 50 percent
>of the pot of money and the roundtable gets the other half.
The back of the unit fund raising application contains the
following guideline:
3. Does your plan comply with local ordinances; is it free from any
association with gambling; and is it consistent with the ideals and
purposes of the Boy Scouts of America?
Is this an example that unit leaders should be seeing every month
at their RTs?
