Special/temporary Badges-MB sash

Saw several posts about this subject. None referenced the Insignia Control
Guide (#33064). At least I don't remember any!

On page four, it states in a paragraph on excess badges "...Only temporary
patches (no badges of rank) may be worn on the back of the merit badge sash.
Only one merit badge sash may be worn."

On pages 23 and 24: "Mile Swim, BSA, cloth No. 00245, Boy Scout, left
side of swim trunks."
"Snorkeling, BSA, cloth, No. 00248, Boy Scout, left
side of swim trunks."
"BSA Lifeguard, cloth, No. 00132, Boy Scout, right
side of swim trunks."
"BSA Aquatics Instructor, No. 00148, Scouter, worn
on right side of swim trunks."

Several other badges are discussed as equipment decoration (50 miler,
historic trails, Paul Bunyan, high adventure emblem) or for right pocket
wear (world conservation, high adventure bases, Philmont).

Looks like the intent is that the aquatics recognitions above are only worn
on swim trunks and are not temporary badges. But, the guide doesn't say
"only on swim trunks" - just seems to me to be the intent.

I leave the guide with the interpretation that these are not temporary
badges, thus cannot be worn on the right pocket nor back of the MB sash.
