The young man who doesn't participate in camping has some deep rooted reason
for not going. Give him time - he might have a phobia about nite - outdoors
- or anything. Since he is active in all other aspects it seems that he is
trying to work through this himself I think he will come around slowly. He
can't advance and if he isn't too disruptive you have no real reason to put
him out . According to BSA policy you can't put him out until his
registration time is up. If you have a hard time dealing with him suggest a
transfer.
