I think that the issue is not that you have to earn the right mix of
required merit badges, but what merit badges count for Star. The answer
is that ANY four of the 15 Eagle required, even if they all don't count
toward your Eagle requirement, count toward Star. I've had this
discussion with more than one Advancment Committee Member, but the
handbook is specific: "The required list for Eagle has 14 merit badges
in 11 categories. Any of the 14 may be used for this requirement"
(Star). My book predates Family Life, but the intent is still the same.
Physical Fitness, Sports and Swimming all would count for the same boy
for Star even though only one from this category counts toward his Eagle
requirement. I encourage boys to follow your reasoning and get four
that will count toward Eagle, but I can't require it.
