Your friend is correct on this one, if I correctly interpreted your
post. This is a confusing one. I had trouble explaining all this to
a "concerned" parent when I was a brand new ASM.

BOTH of the OR merit badges in the same category can count at the Star
and Life levels, and typically the one earned first (this may even be
written policy) is the one which counts toward Eagle.

Note that the requirements for Star and Life say to earn ANY three or
ANY four from the list required for Eagle. It's not until you read
the Eagle requirements that the EITHER/OR terminology shows up.

The manual for TroopMaster does a better job of explaining this than I
have just done. If I had it here at work, I would simply quote it.

Here's a good one.

I am having a disagreement with a friend regarding rank advancement.

I say that out of the 12 Eagle requireds, you do four at Star, three
at Life and five at Eagle, and you cannot duplicate on the or's.

He states that you can actually count both Emergency Prep and
Lifesaving toward the Star or Life rank, and then you would have to
do one more required for Eagle.

Which way is correct?
