In effect there are ten required outright, the other two required give
you a choice
of two or three.

Regardless of whether they are used for Star, Life or Eagle,
Camping, First Aid, Communications, Family Life,
Citizenship in the Country, Citizenship in the Nation,
Citizenship in the World, Personal Management, Safety,
EVS
must be earned.
