Actually, according to the Merit Badge requirements book, 1995-1997, the
mile swim patch is intended to be for the swim trunks only, as stated
with the requirements for earning the patch. It is my recollection that
snorkeling BSA and BSA Lifeguard are also supposed to be worn on swim
trunks ONLY.

This was also the understanding of the Aquatics Instructor who certified
me in all three, including BSA Lifeguard Instructor.
