Marie,
Look at the requirements in the "Boy Scout Handbook". I believe it
specifically states that the Eagle required list has 15 merit badges
and that a boy can use ANY of them to count as the 4 required for
Star. It even gives an example like the one you gave and says
it is acceptable.
