Eagle Requireds

Here's a good one.

I am having a disagreement with a friend regarding rank advancement.

I always understood that a Scout had to have four Eagle requireds for
Star rank. He needs another three for Life rank. The additional
five he needs for Eagle rank. In addition, he needs nine other merit
badges.

Now you know that there are a couple of choices (i.e. Emergency
Preparedness or Lifesaving and Personal Fitness or Swimming or
Sports).

I say that out of the 12 Eagle requireds, you do four at Star, three
at Life and five at Eagle, and you cannot duplicate on the or's.

He states that you can actually count both Emergency Prep and
Lifesaving toward the Star or Life rank, and then you would have to
do one more required for Eagle.

It would look like this (I am only including the required badges)

Star: Camping, Emergency Prep, First Aid, Lifesaving
Life: Swimming, Communications, Family
Eagle: Citizenship in the Country, Citizenship in the Nation,
Citizenship in the World, Personal Management, EVS.,
Safety

I say that if a Scout has Emergency Prep and earns Lifesaving, that
Lifesaving cannot be used toward a required at any level. It must be
used as one of the non-requireds. Therefore, in the above scenario,
the Scout would have to do Safety, for example, in place of
Lifesaving at the Star rank.

Which way is correct?
