I would like to thank Jon for his excellent post and recommend some reading for
all. Page 177 of the Scoutmaster Handbook spends less than a full page to
describe in detail how the patrol method can and should be made to work in the
collection of dues. It involves the patrol scribes, the toop scribe, and the
troop treasurer. It also explains, just as Jon did, that paying the bills is
only one of the reasons for collecting dues from the Scouts.
A Scout is Thrifty.
