As an alternative to the poncho suggestion, when we did this, we had a board
with head-sized holes cut in and "bodies" painted on the board below the
head. In fact, our board was reversible, with different bodies on each side,
so that every now and then the "spongees" (yes, I was one!) would turn the
board around and reappear with different "bodies" (examples of bodies would
be monsters, clowns, gorillas, other animals etc.) Our board had two holes
so that people could choose from two faces to throw at.

Another idea I have seen in throwing water ballons or sponges at someone
swinging on a swing. As a safety precaution, get them to wear a helmet; if
they are going forward towards an oncoming water balloon it may hit with a
bit of force. And the challenge of hitting a side to side moving target adds
just that bit more interest.
