We have a situation in our troop which was not addressed in our troop bylaws
and I would like some advice from the wisdom of the 'net'.
I have one boy who has been with the troop for over a year now who has not
yet been on a single (at least one per month + 2 possible summer camps)
overnight. We addressed the problem of a scout attending outings but never
troop meetings, but not one who attends troop meetings regularly but not
outings.
I've spoken with him before each board of review (of course, he hasn't made
tenderfoot yet since he hasn't been on a campout) and he says he enjoys the
meetings and plans on going on the 'next' campout. He has a very good
friend who never misses and his friend's dad has come along before as an
enticement (someone he knows well). He spends nights away from home with
his friends and even some backyard campouts with his friends, but won't come
on any with the troop. We always plan a very local campout for newly
crossed-over kids in the spring to make it 'easy' for new campers but not
for him.
The PLC wants to give him an ultimatum to either start participating fully
or drop out (he IS a bit disruptive at meetings). My position is that since
he hasn't broken any written policies, there's no basis for asking him to
leave. He pays his dues and camping fees (even when he backs out at the
last minute).
I've spoken to his (single) mother and she says she doesn't know why he
won't come, he just always comes up with an excuse.
So, should I give him more time or the ultimatum the PLC wants?
