There was considerable discussion about the President being invited
to attend the 93 jamboree in the last
few months, predominately on the Jamboree discussion group.
Although opinions ranged widely, and no indisputable facts were cited, the
concensus seemed to be that he did not receive the invitation
sufficiently prior to the event; hence was unable to attend due to
previous commitments and a lack of sufficient time for his staff to
prepare for the event.
Presidential visits to mass events require substantial planning and site
visits/coordination, to accomodate security and logistics needs. Hence,
such visits must of necessity, be scheduled many months prior to the
event. Perhaps characterizing this situation as a "snub" is
inappropriate on the part of the media, but then it certainly wouldn't be
the first time.
Very few jamborees have enjoyed presidential visits, particularly since
the 1960's; Those that have include: 1960-President Eisenhower;
1964-President Johnson; 1989-President Bush.
