Ah, here is the problem; noone has spoken with this boy to explain
that his actions are inappropriate and wholly lacking in Scout Spirit.
This boy needs some "stump time." Sit down on a pair of tree stumps or
a bench (keeping in sight of other adults for YP) and have a chat.

A Scoutmaster's conference need not be drastic. If mom has a problem,
that's her problem. Be diplomatic with her but firm about what is and
is not acceptable scout behavior.
