I just checked my sources, and I don't see where it says that the
application has to be turned in by the 18th birthday. Yes, he has to
complete all of the requirements, and yes, he has to have the BoR within
three months of his 18th birthday, necessitating that the application was
turned in at some point. But nowhere do I see that turning in the
application is one of the requirements that has to be accomplished before
he turns 18.
Not trying to pick a bone here, but I do need the correct information,
and soon. I have one who's taking it to the wire.
