The Board of Review does not have to be conducted prior to a candidate's
18th birthday, so long as all the work for the project and all the
advancement are duly completed and approved.
Even the project report can be written and submitted after the candidate
turns 18, so long as the actual work and documentation of the project are
complete prior to the 18th birthday.
There is normally a 90 day
"grace period" after the candidate turns 18 in which a BOR can be
conducted. The only problem, of course, would be that if there was a
deficiency in the advancement or the project approval, there would be no
time to correct the deficiencies. However, if the Scoutmaster is on top
of the situation, this can be avoided at the Scoutmaster's Conference.
Longer "grace periods" when extenuating circumstances are present are
authorized but usually require documentation and explanation via the
Council Scout Executive.
