There seems to be a misunderstanding about the appropriate use of the
form. If there is rank advancement, there are signature lines for members
of the Board of review which are of course required for that level.

If, as Bruce points out, there are only merit badges, the signature of the
Scoutmaster or Commmittee chair should be adequate.

If the Scoutmaster also signs, in
addition to the members of the board of review, when there are
both merit badges and rank advancement, it would seem that there is
nothing inappropriate about so doing. If the council has a problem with
that, they will be the first to make their objections known when the forms
are submitted. Our council registrar has indicated that this procedure is
correct and appropriate.
