The Scoutmaster is NEVER on the Board of Review. I think the point
Bruce was making is that the Scout has to have a SM conference before
he gets to the BoR. And even before that, the SM (or an ASM) should be
observing the Scout interacting with the other Scouts in situations
where the skills in question would be used.

If there is a problem that comes up during a BoR, hopefully the
committee members feel comfortable discussing it with the SM. It is
certainly to everyone's advantage to identify little glitches early.
