Yes I do have several ideas.

Talk to your district training chairman to have the scouter help with
training.

Get a group of parents from your troop to go. He might go along to be part
of the group.

Have the SM go with him. Show him that a refresher is a good idea.

Get him to take Wood badge.

I fully understand his opinion. I have been thru the same thing. In fact
when I went for Cub Basic (my son is in Cubs) it was silly for me to
attend. I am sure it is embarrassing to the instructor when I had to
correct them. Most of the material can be easily read in the book.
Believe it or not, Scouting has not changed that much in 31 years I have
been involved. Yes, advancement has changed, but a review of the
requirements would bring anyone up to date.

Another suggestion is to have the training committee do a refresher course.
Not the full blown training, but a refresher. Our district has talked
about this, but not have gotten off the ground.
