I'm generally an easy going guy, and I agree when you write IF HE
EARNED IT, HE SHOULD BE AWARDED IT. That's a no brainer. The
question is, if a MB Counselor signs off when the work HASN'T
BEEN DONE AT ALL or to the standards defined in the requirements,
what do we do. I'm not saying that a boy shouldn't get a cooking
badge because I didn't like the taste of his food or he burnt a
pancake. He didn't cook at all.
The real problem will arise at the Court of Honor in September.
Nearly every scout has one or two badges which were hastily
signed off without completing several of the requirements. I
certainly wouldn't ask each scout to get another MB counselor and
of course we will run our program to allow for extra work in the
areas we feel have been deficient and we will discuss this with
the boys, but at some point we have to decide if we award the
badge at the COH anyway or leave them as partials until the boys
complete the work?
