Revoking Eagle Rank?

Hi!
I believe this topic has been covered before, but at the time I didn't
have a need to closely follow the discussion. Recently in Nebraska, a
convicted child killer was executed. He had earned the rank of Eagle and
served as an ASM in Maine. This fact continually resurfaced in the news
and associated debates. The question is: Can the rank of Eagle be
rescinded? If so, what steps need to be taken? Thanks!
