Marc -

I'm the outgoing Advancement Chair of Troop 68 in Trumbull CT and incoming
Committee Chair. In addition to SM, ASMs, CC and MCs, the *Patrol Leaders
Council* of our troop has a longstanding policy that any *boy* who is Star
or above may sign off. There are some other caveats - Parents don't sign
off sons, brothers don't sign off brothers. The only exception is for the
SM son(s) who have to have SM Conferences.

Remember, and I want to emphasize, this is the *BOYS* decision. At one time
it was any boy First Class or above, but *THE BOYS* found that some 1st
class scouts were not as strict as they liked so *they* changed it.

As you can tell, our troop really tries to emphasize the *boy led* aspect
of scouting.

As a side note, there was a long discussion recently about camping merit
badge and time limits and stuff. One of the side questions was about the
role of Advancement Chair. As outgoing in this position (after 3 years) I
define this as a record-keeping, appointment making and badge getting
position. My job is to make sure that the boys get the recognition they
deserve (ranks and MBs) and to round up the needed adults for the BORs.
