Yep. It sure says so. However, I remind you and everyone else that each
and every local Council has the authority to INTERPRET and MODIFY
the policies of the BSA according to their own territories' strengths and
minuses, which is how Bob's Council "got away" with creating some kind
of "Council policy".
I betcha though, that their numbers of Eagle advancements is NOT keeping
up with the national standard (not "quota", but "standard"....) mainly
because many of those Eagle applications are being returned to their Council
for clarification on the timing between advancements for the earlier ranks.

I agree...and would add, Jim, that everyone works from ONE set of
advancement booklets instead of the current 200+ versions!
