This seems to be the case in all except lifethreatening situations. We had
a kid at summer camp who needed stitches from stepping on a sharp object.
He was transported to the nearest hospital emergency room with his
(original) signed medical form and sat there for 4 hours until the medical
personnel could speak directly with his parents (by phone) for permission to
proceed. We hope that had the situation been more serious, that they would
have given care, but in this litiguous age, who knows?
