The Scouts-L list server has a number of files on service projects
(especially Eagle related).

What qualifies as a service project for anything less than an Eagle
project is subjective and basically up to troop leadership. If you feel
helping at this festival provides worthwhile service, then it qualifies.
However, the above would be turned down as an Eagle service project. While
an Eagle project can included limited fund raising as an integral part of
a larger project, fund raising cannot be the sole purpose regardless of
the beneficial use of the funds raised.
