Let's start from the bottom and work up.
There's not an "official" Web page for the Jamboree, but there is a web
page developed by the folks over on the Jamboree97 discussion group.
Don Tobin manages the pages and Doug Gentry the list. Here's the last good
URL that I have for the Jamboree '97 pages:

To answer your questions on leadership, it would be better for you to get a
broader range of Scouters that are actively involved like yourself in the
Jamboree....you might want to repost your question to the Jambo97 discussion
group.
Here's the information on how to subscribe to the Jambo97 discussion group:
"The Jambo97 list is for Scouters who have an interest in the 1997 National
Jamboree, being held from July 28 - August 6, 1997, at Fort A.P. Hill in
Virginia. If you have responsibilities on a council Jamboree committee,
are interested or going as an adult leader with your council contingent,
want to or have worked on the Jamboree staff, or just have questions about
the Jamboree, this is the place for you.
We members of the list do not have the final word on Jamboree or BSA
policy. For that you should talk to the appropriate people in your council.
This list is to provide support to us all as we prepare for another
lifetime-of-memories event for our Scouts.
