There's nothing like going "public" to set one straight! <grin>.
Before we established a policy, I checked with the council and various other
long-time scouters. None has a problem with time limits. The council rep said
most troops have a 6 month time limit. Our committee didn't think that was
enough time for camping and hiking. It appears to be a fairly common practice
(but not 'codified' like ours) to have time limits.
How council justified letting us set a policy was the absence of a "clear"
policy from National. Additionally, since the Charter Organization "owns" the
troop, there is the authority to clarify (as opposed to Add/Subtract) BSA
Policies and practices.
