Another Bear "Attack"...

Well, Here we go, again. The afternoon and evening news report
that another person has been attacked by a bear.
According to the news reports...
This time, it was an 8 yr old Brownie. The leader, two other
adults, and 11 or 12 Brownies went to camp on Mount Lemmon, near
Tucson. The girls wanted to "sleep under the stars", so they
cooked smores, and went to bed. Sometime during the night, one girl
woke to find a bear licking her face - she screamed, the bear
took a swipe at her and ran off.
The evening TV news interviewed her Grandmother, who was critical
of the leader for taking the girls into an area where bear attacks
have been "frequent". I would question why the permission slip was
signed. Also, from what has been discussed here, it is fairly
obvious that a cardinal rule was broken - "Keeping food in the
tent". I.e., the girl going to sleep with chocolate on her face.
(This was stated on the news.)
BTW, the girl has had surgery to repair the damage to her face from
the attack.

All the training in the world does no good if it isn't taken.
All the experts in the world do no good if they are not consulted
or listened to.
All the leader's manuals in all the Scout shops do no good if they
are not read.
I am fairly sure that if the leader was trained, and had read her
leaders materials, she would have known enough to have minimized
chances of this "attack". Maybe not, but I would hope so.

Also, I put quotes around the word attack, because I hardly feel
that a bear licking someones face, then reacting to them screaming
by batting and running, hardly qualifies as an _attack_.
