Because the US Scouting Service Project is NOT sponsered by a local Council
and cuts across Council lines in its content.
The "model web site" is basically designed to give the local Council a
"clue" as to what kinds of things will be "tolerated" as far the BSA as a
corporate body is concerned. While it is understood that each local
Council is unique and has its own
sets of things they want to promote, the BSA National Site is
there for them to get some general ideas from as far as how to
"market" the program itself.
There are many Council web sites out there that are being run by volunteers
which serve as super examples of how to market and communicate the program
to new parties. However, they are ran as volunteer programs, NOT as
"Cardinal Council's Official Web Site".
