The way it was explained to me is that a council-run Scout Shop has to deal
with National BSA the same way as any other store deals with a supplier.
You order (and pay for) your inventory based on what you think folks will
buy and hope that you've guessed right. Otherwise you have a lot of capital
tied up in your inventory. Meanwhile, the National-run Scout Shops don't
have that problem. They don't pay for their inventory in advance & don't
have to pay extra shipping costs to order something fast. When times were
flush, that little bit of extra cost was bearable for most councils. But
times are a bit tight for most councils these days, and will likely get
tighter. So one place to shave costs a bit is to get out of the Scout Shop
business. Sad.
