Those local offices, Byron, do more than "shuffle paper" and make
available printed copies of national rules and policies. THEY CREATE
THE LOCAL POLICY which affects programming in *their* Council.
That's more than just serving as distributors of printed materials.

An electronic version of a book is great for reference and research.
It's not as durable to take to the field as a printed version is. The Scout
Handbook and Fieldbook has been made available in a wide variety of
languages, but its the ability to take that booklet and place it in a backpack
which REALLY sells it.

Yeah, nowadays, we can take the same content and squish it into a hardcard
and throw it into a PDA and read it out in the field. Maybe with time, that's
the route we will go. But without that local slant of "this is how we will do
it", our books and materials will give us the shell of "this is how it SHOULD
be done".

Besides, Byron, we have ALREADY closed many of our local Council offices
due to consolidation and mergers. A lot of Scouters out there are feeling the
effect of not being able to run down to the "local Council", now that the
new offices are many miles away.
