Well, what I see a lot of Scouters doing is to create their *own* versions
of National's materials...you know, cut here, paste there, add this from
this book and this from the other book and *volla!* You have a "perfect"
copy of your Commissioner Fieldbook or Chairperson's Handbook or
whatever. Only problem with all of this, is that while you now hold in
your Powerbook or laptop what NATIONAL says, you hold very little
about how your LOCAL COUNCIL is going to interprete all of this.
And *that's* the REAL PROBLEM. I don't think that it's a problem with
getting scanned copies of BSA publications....it's being done now in
lots of places. What's hard to get is the knowledge of knowing that
"this is the way OUR COUNCIL is going to play the game".
And *that's not written down anywhere in a lot of places*.
