Yes, it does apply to Explorers. Basically, youth members cannot sleep with
adult members. Remember, however, that the Exploring ADULT age starts
at 21, not 18. Therefore, it is possible for two 18 year-olds to sleep together
(as long as they are both males or both females). However, a 18 year old
cannot sleep with a 21 or older person.

When all possible, adult and youth tentage should be separate and separated
by sex as well.
