In the earlier days of the Boy Scouting program, Stan, Scouts were not
considered
"full members" until they have earned their Tenderfoot Badge (there was no
such emblem as the "Scout Badge", which, I always remind folks, IS NOT A
RANK; it's a status). At that time, when they receive the Tenderfoot Badge
they are "inducted" into the Troop and receive the Troop's neckerchief and
other special items. It's NOT a matter of registration, because everyone is a
member of the Troop from the first day that they present an signed application
and fees. It was only a matter of "learning about the Troop" and each Troop
is unique.
This "practice" still continues in many Troops to this day, because of the
strong tradition that many Troops have. Only now, the "full membership"
has been pulled back to First Class because of the relative ease that it now
takes to earn Tenderfoot, Second and First Class (unlike in the past, a
Scout can work on ALL THREE ADVANCEMENTS SIMOTANENOUSLY)
and earn First Class within a four-month period. In our past, four months
would barely get you past Second Class if you didn't have problems with
the knots and map and compass requirements!
I can understand your concerns, but with the present BSA "push" toward
getting and keeping First Class Scouts, perhaps this is an inexpensive way
of getting and keeping them there.
