I presume that you've already gone through the syllabus for troop JLT.
In my opinion, it is more important that the troop adult leadership and
the troop junior leadership is trained to the same standard, than it is
to get the junior leaders trained to some (presumably higher) standard.
To expand, if you send your SPL to someone's JLT, he'll come back
thinking he's in charge of the troop. That he should conduct PLC
meetings, that he should assign things for the patrols to do in troop
meetings, etc. If the SM doesn't know that this is what the training is
all about, and agrees with it (and, to do this, s/he'll probably have to
get trained him/her self), then we have a potential conflict between the
expectations of the SM and those of the SPL.
Of the JLTs, IMO the most important is troop JLT for adults and scouts.
