I am surprised. At Philmont (NJLIC) over the years, we have had Scouts from
Denver representing the councils Junior Leader Training Course (week-long,
national syllabus--the "JLTC Staff Guide"). This was a recent as three or
four years ago. Have you checked with your council training chairman? I
have no recollection of what the Denver course was called.
There are currently two types of junior leader training -- in the Troop,
following the materials in the Scoutmaster's Junior Leader Training Kit, and
-- at the Council level, using the Junior Leader Training Conference Staff
Guide (week-long course). There is no syllabus for a "district" course,
although some large councils do have JLTC done by district (usually as an
organizational technique, but still with Council sponsorship).
In Houston, we have four council courses per year. Salt Lake's Powderhorn
has many courses, as does Utah National Parks in Provo. Many mid-size
councils have at least one JLTC per year -- Minneapolis (Pine Tree),
Morris-Sussex, NJ, Kansas City, St. Louis, among others. The JLT Task Force
did a poll of all councils about three years ago and found approximately
two-thirds have a council JLTC.
By the way, Pine Tree is pretty popular as a course name. I know of it in
Minneapolis, the Milwaukee suburbs and two or three other councils.
If you have the energy to start a course, and if you find there is none
active, why not approach the Council Training Committee and solicit their
support. And believe me, as an eight time JLTC staffer, it works better
with that support.
