You are correct that the OFFICIAL beret is still official uniform, but I
believe the last time this type of debate surfaced the contention was that
the beret could be worn with the uniform of that day, but that there is no
unlimited "mix and match" of uniforms from different eras. If you wish to
wear the old o.d shirt it must be with the o.d pants of that day, etc.
Thus the beret, if official, could be worn with the uniform with which it
was official, but not with today's uniform.
Certainly, third party, SIMILAR berets, which is what was being discussed,
are not official.
