BSA Has an excellent JLT course designed to be run by the Sccoutmaster. I
have used it and have also invited outher Troops to take part in the
session. It is well designed and you would not have to design your own.
As far as recruiting goes you will have to try some sort of school night
or a bring a friend activitiy.
