Don,
Participation is not defined on purpose. Your unit has the flexibility to
determine what is adequate. I recommend universally that units not
establish a rigid standard, but instead look at the unique circumstances
of each Scout in determining whether he has participated. A Scout with
non-supportive parents and conflicts with meetings due to school
activities who manages to come to a meeting once a month and activities
whenever he can get a ride may be more worthy than a Scout who is dumped
at every gathering and is present, but does not get involved in what is
going on; e.g., does not participate eventhough present.
