Michael A. Golrick has a "problem" that many Troops would LOVE to have:

The Troop in which I became an Eagle in (Troop 801) had a flagpole with
a circular "topper" on it. The "topper" was made so that it would rest between
the Scout emblem top and the flagpole itself. It was made from a piece of
pine, then stained a dark brown to match the color of the flagpole.
The "topper" was a foot in diameter, and one-half inch thick.
When not on the flag pole, it was kept in the Scoutmasters' room in the
Scout Hut. The "topper" had 16 holes, drilled about 3/8th to a 1/2 inch
away from the edge. This allowed for additional "holes" to be drilled
later on within the "topper", as well as to allow for easier access to tie
ribbons
and other items (tokens from former Scouts, for instance) to the flag pole.
The ribbons were arranged by year and tied to the "topper" in a circular
pattern.
As the flag is displayed, the "topper" can be "spinned" (or the wind can catch
the ribbons and devices and "spin" it for you!) to make a nice display.
I'll have an example of this so that those interested can print and use this
with
your Troop. The design was by Kermit (Kevin) Olive, a fellow "31-W" Patrol
member from my Troop and I made it during shop class in middle school. The
Troop still has it, although the last time I was there it was not displayed
on the
Troop's flag and I didn't think about asking about it.
