My apologies to anyone that couldn't read my postings because of
the lenght of the lines....it's something that I'm going to have to
constantly keep in mind when I use Eudora to post with!! (Oh give
me the good ol' days of VMS!! *heheheee*)

Generally, John, the answer is "maybe". If the recruiter strip is
being worn as a temporary emblem, the answer is "of course he
can". However, let's look at the REASONING behind his wearing
the strip.
What's a "recruiter strip"?? Take a look at the following page
later on today and you'll see several strips:

The recruiter strip is a "generic" way that a local Council can
cheaply recognize Scouts and Scouters whom have brought in
another youth or adult to enjoy Scouting. The strip was originally
designed to be worn on the right pocket, immediately below any
temporary patch (most temporary patches back in the "good old
days" were less than 3 inches in diameter, which allowed both
emblems to be placed on a medium sized shirt without crowding).
One strip was earned and worn by a Scout or Scouter "per life".
However, with the advent of cheaper emblems and various designs
approved by National through the years, and because the "buddy"
system works really well (at least it worked back in the 60s and 70s),
local Councils allowed Scouts and Scouters to earn as many strips
as they can, but they can only wear one on their uniform.
So, going back to the original question, John, yes, he can wear the
strip but he should be striving for earning a NEW one as a Boy
Scout instead of wearing the one he earned for recruiting a Cub
Scout. Most Councils have not just the strips but really NICE
looking emblems for personal recruiting efforts (as well as nice
coffeemugs as an option for adults)!!
Kathie would add that this is part of the BSA's "wear only the
insignia which reflects current status in the movement" line which
is found in the Insignia Guide, and I would agree with her except
that the strips ARE TEMPORARY INSIGNIA, and a Scout or
Scouter can choose to wear the strip if they want to (or swap out
strips from time to time if they choose to do so) on the right pocket.
