That's where everyone belongs unless they are the Senior Patrol Leader or
Assistant Senior Patrol Leader. ALL of the Troop officers belong to a
Patrol and should
function as members of that patrol, not as a member of a "staff patrol".

Most boys understand the concept if you have only two "leaders" out separate
from
the rest. However, if you inherited a Troop with such a "structure", it may
take them
some time to adjust to "going back to being a member again" instead of being
a leader.
I don't have any good ways to make that adjustment work, because in my
experiences
we've never had a "leadership patrol", and only the Senior Patrol Leader and
his appointed
Assistant did anything outside of the regular "patrol operation".

Even with the Troops that had Leadership Corps, those guys are still
considered a Patrol
and their Patrol Leader was the Assistant Senior Patrol Leader by default.

I would agree with you that you shouldn't take the experience away from the
Patrols.
Some SPLs would really rather want to be a Patrol Leader later on after
their term is over,
now that they can see both sides now of the "leadership struggle". They
become better
Patrol Leaders because of their SPL/ASPL experiences.

I would strongly DISCOURAGE you from forming a "Senior Patrol" or a
"Leadership Corps".
We don't use the Leadership Corps concept anymore, and if you have older
boys, you
should consider forming a Venture Crew for them, so that they can continue
to enjoy
Scouting with boys of their own age and ability. The elected Crew Chief
becomes a member of
the Patrol Leaders' Council and should speak for the Crew. The other
members of the Crew
can serve as other Troop officers as well, if they are elected or appointed.
