I concur with Lew's analysis of the Eagle facing the olive
branches. This was a recent (40-60 years ago) change in the
seal, which used to have the arrows in the right talon.
That was when the U.S. had a War Department vice a Defense
Department. The right hand was considered by the ancients
"the seat of fidelity." To this day, we raise the right
hand when rendering respect (saluting) or affirming basic
truths (the Scout Sign) in token of our fidelity. In
heraldry, an animal looking to the wearer's left was a sign
of illegitimate or questionable birth.
