I placed two "stars" (*) next to the Council Certificate of Heroism
and the Council Certificate of Merit. Those are normally presented
in cases whereby the National Court of Honor doesn't approve the
other awards, but the local Council determines that the Scout or
Scouter is deserving of personal recognition. This can take the
form of the older certificates, if the Council still has them or a
personal letter signed by the Council Scout Executive and presented
to the Scout or Scouter during a Council-level event or activity.
