Troop Elections

Good Day You All,
As a Scoutmaster of a new Troop, I've always wondered about Troop Elections for
Scout leadership. I realize that most troops conduct troop elections, generally
every 6 months or yearly, for all scout leadership positions. But, when you
have a small troop, this may not be the best option. My question is simple,
what is BSA's official policy on selection of boys into leadership positions?
The key word here is SELECTION!!!
My concern here has many parts, but most importantly is having an SPL who is
capable of leading the boys such that the troop does not stagnate yet upholding
the need for a boy-run troop. An elections can sometimes be very troublesome.
I would like to know the OFFICIAL BSA Policy on this topic.
