My former council, Old North State in NC, always required "proof" for
purchase of Eagle badges and knots.
However about a year ago I had to go to council to get a Life patch for a
Scout who needed one to be placed on a new shirt. I wasn't expecting too
much trouble with that. I was a bit surprised when I was asked the Scout's
name for who this badge was being purchased!
The clerk then entered the name into her computer to verify this person was
a Life Scout. It would seem logical that at least this one council does
this for all Boy Scout ranks. It's a little more incentive to get those
advancement reports in.
For the record, Old North State Council still provides the first copy of
merit badges, and rank badges (both Cub and Boy Scout) FREE OF CHARGE when
the advancement report is turned in. Out of council units, of course, pay
for theirs so don't get any ideas. <g>
All these are wonderful incentives to get the paperwork turned in in a
timely fashion and to not stockpile the badges.
