Stan,
Having the board of review monthly insures that Scouts who are ready to
advance have an opportunity to do so. It is the objective of the BSA to
award rank and merit badge advancement as soon as it occurs. With that
in mind, monthly BOR's doesn't make then wait too long. Also, you can
use this monthly board to review the progress of Scouts not advancing.
We average 3 COH a year, make it a big deal with special ceremonies for
each rank. We also have a policy that any adult awards are given before
the COH officially opens. Once opened it is totally Scout related.
