Yep. Sure was, Utah. Some courses had the Youth Protection Plan seminar
added to it, as well as changes to the Cub Scout and Exploring leadership
development courses as well. This made the overall number of courses
required for a particular degree to be 3 to 9 more hours. Also, because now
ALL Exploring adults must be 21 or older, there were changes to the Exploring
components to demand participation by those Exploring leaders 21 years of
age or older, instead of 18 as in the past.

Finally, there were some additional optional courses such as Career Awareness
Exploring and Tiger Cub Programming which were added as those programs
became more than experiments and the elimination of the Varsity/Venture
program orientation and associated courses when those programs were split.

There are two BSA training publications, called "College of Commissioner
Science"
and "University of Scouting", that your Council Training Chair can get from
the Program Support Division at National. I have a proof copy of the University
of Scouting course materials because in 1992 and 93, I was asked to provide some
input into Exploring courses for the Division. I have a older copy of the
College
of Commissioner Science syallabus from 1987 somewhere in my junky officeroom.
I don't have a current copy of the College of Commissioner Science
syallabus, but
Kathie or Mike Bowman might have this, seeing how both of their Councils have
rather successful Colleges in the past years.
