The ACTUAL position is called "Troop Committee Member responsible
for Advancement" and is first discussed on Page 19 in the current
Scoutmasters' Handbook.
It's also discussed in detail and a suggested job description for this
position can be read in the current Troop Committee Guidebook.
The "Advancement Chair" came about when many Troops were
larger and when the entire BSA's advancement program rested on
the shoulders of the Troop. In those cases, there was actually a
subcommittee of the Troop's Committee, called the Advancement
Committee, chaired by a Scouter that served as Troop Advancement
Chair.
Today, *supposely*, the Advancement members of the units are
supposed to be a part of the District's Advancement Committee,
which would give overall guidance and direction to the District's
Cub, Scout and Exploring advancement program. In reality, this
doesn't happen, and many times a good unit Advancement
Committeemember will be tapped to serve as the District's Advancement
Chair.

According to the Troop Committee Guidebook, there's no "requirements"
per-se (for instance, a committeemember doesn't have to be an Eagle
Scout, does not have to have any background in the program, etc.)
other than a registered member of the Troop's Committee and has been
given this responsibility by the Troop Committee Chair.

The entire Troop Committee plans the Courts of Honor, Robert. Boards of
Review are conducted by the Troop Committee and as far as "kicking Scouts
into gear", that SHOULD be the job of the Scoutmaster and in particular an
Assistant Scoutmaster (in charge of "advancement motivation" since what
I quoted Don Izard as stating before got me some mail (that I can't answer,
because it was lost now....if it sounds familiar to you, please write me back!)
stating that "..."the ASM in charge of butt kicking" is a little extreme, don't
you think?" *heheheehee*).
The problem seems to sound like a lack of a functional Troop Committee,
not the lack of a "advancement person". In a pinch, the Troop Committee
Chair can serve in that role as well.
Yes, it's a legit position.....not as what you and I and others have
"termed it" as, but rather as a part of the whole. In this case, the Troop
Committee.
